Chapter 3 : The Virtual Navy

Mission of the Virtual Navy
- The Virtual Navy, shall be organized, trained, and equipped primarily for prompt and sustained combat incident to operations at sea. It is responsible for the preparation of virtual naval forces necessary for the effective prosecution of war except as otherwise assigned, and, in accordance with integrated joint mobilization plans, for the expansion of the peacetime components of the Virtual Navy to meet the needs of virtual war.
Composition
- The Virtual Navy is separately organized under the Chief of Naval Operations. It operates under the authority, direction and control of the Chief of Naval Operations.
- The Virtual Navy is composed of the following:
- the Office of the Chief of Naval Operations.
- the Office of the Deputy Chief of Naval Operations for Manpower & Personnel (N1).
- the Office of the Director of Naval Intelligence (N2).
- the Office of the Deputy Chief of Naval Operations for Plans, Policy & Operations (N3/N5).
- the Office of the Commander of the Naval Education and Training Command.
- the entire operating forces, including naval aviation, special warfare forces, fleet marine forces, assigned task forces, seventh fleet, and reserve forces.
- all field activities, headquarters, forces, bases, installations, activities and functions under the control or supervision of the Secretary of the Navy or Chief of Naval Operations.
The Principal Elements of the Virtual Navy
- The Command Authority is hereby established and shall be composed of the following Senior Officers with the rank of not lower than Commander: CNO, VCNO, NETC, DCNO (N1), DNI (N2), DCNO (N3/N5), COMNAVAIR, COMNSW, COM7THFLEET and COvMEU. The CNO shall appoint those officers when it is necessary. The purpose of the Command Authority is to oversee the day-to-day operations of the USVN, and to ensure it is efficient and effective. The duties of the Senior Officers are to perform a specific function to benefit the USVN, and to serve as advisors to the CNO. To accomplish this they will be granted special powers, which are listed below for each eligible position.
- Command Authority Quorum. A Command Authority Quorum Vote is needed for major decisions as outlined within these regulations. Commissioned Officer/Warrant Officer Promotions and Commendations, and Enlisted Commendations shall be reviewed and approved by a committee of the CA appointed by the CNO, known as the Promotions and Commendations Board. Enlisted Advancements will be handled at the Community Commander Level. The CNO will have Veto Power, however a ¾ majority may override the veto. A Quorum will be reached if more than ½ of the billeted Command Authority Members are present or represented by a previously declared and approved Substitute. Every Member of the Command Authority has 1 vote.
Command Authority matters can be handled via the 1MC in the designated forum. Protocol for this is as following:
- Any amendments, resolutions, and motions have to brought forward before the Command Authority
- A discussion (if needed) within the aforementioned forum including amendments and changes. Further this is the time for seconds in case of motions.
- Once the discussion is completed and the matter of discussion is ready for a vote, then the CNO shall put up a vote for the aforementioned matter.
- The vote shall be by signed post from billeted Command Authority Members or their designated Deputies.
- If the position is not vacant, the Secretary of the Virtual Navy is the final authority for USVN Policy and Procedures, and serves as the Senior Advisor to the Chief of Naval Operations on Operational Plans and Policy for the entire USVN. He has a permanent seat on the Command Authority and has veto power over all CA decisions. SECNAV does not directly oversee or coordinate daily USVN operations.
The Secretary of the Navy (SECNAV)
- Shall serve as the authority for USVN Policy and Procedure
- Shall serve as Senior Advisor to the CNO on Operational Plans and Policy for the entire USVN
- Shall hold a permanent seat at the Command Authority
- Has the power to veto decisions of the Command Authority
- Shall hold the rank of Admiral
The Chief of Naval Operations (CNO)
- Shall oversee command of the entire USVN.
- Shall represent the entire USVN as a Joint Chief of Staff.
- Shall oversee the Office of the CNO.
- Has the power to make and change rules and regulations.
- Has the power to declare war.
- Has the power to declare alliances.
- Shall oversee diplomatic discussions with other squadrons.
- Has the power to approve and recruit new members.
- Has the power to induct members into the USVN.
- Has the power to promote members to a higher rank.
- Has the power to award members with commendations.
- Has the power to veto/overrule decisions of subordinates.
- Is the permanent Chairman of the Command Authority.
- Shall hold the rank of Admiral.
The Vice CNO (VCNO)
- Is assigned to the Office of the CNO, and reports directly to the CNO.
- Shall oversee command of the entire USVN in the CNO's absence.
- Shall oversee public relations and recruiting campaigns for the USVN.
- Shall actively work to recruit new members for the various communities that comprise the USVN.
- Has the power to recommend new rules and changes to the rules and regulations to the CNO.
- Has the power to recruit and approve new members.
- Has the power to induct members into the USVN.
- Has the power to nominate members for promotion/advancement and commendations.
- Has the power to veto/overrule decisions of subordinates.
- Holds a permanent seat on the Command Authority, and is the Vice Chairman.
- Shall hold the rank of Vice Admiral.
Deputy Chief of Naval Operations (Manpower & Personnel – N1)
- Is assigned to the Office of the CNO.
- Shall oversee command of the entire Bureau of Naval Personnel (BUPERS).
- Shall oversee the roster of the USVN.
- Shall work to establish and maintain open lines of communication between the Office of the CNO and the Communities regarding personnel matters.
- Has the power to recruit and approve new members.
- Has the power to induct members into the USVN.
- Shall actively work to recruit new members for the various communities that comprise the USVN.
- Has the power to nominate members for promotion/advancement and commendations.
- Has the power to veto/overrule decisions of subordinates.
- Shall hold a seat on the Command Authority.
- Shall hold no rank lower than Commander or higher than that of Rear Admiral Upper Half.
Director of Naval Intelligence (N2)
- Is assigned to the Office of the CNO.
- Shall oversee command of the Department of Naval Intelligence (DNI).
- Shall actively work to recruit new members for the various divisions that comprise the DNI.
- Shall provide intelligence reports and briefings to USVN Community.
- Has the power to nominate members for promotion/advancement and commendations.
- Has the power to veto/overrule decisions of subordinates.
- Shall hold a seat on the Command Authority.
- Shall hold no rank lower than Commander and higher than that of Rear Admiral Upper Half.
Deputy Chief of Naval Operations (Plans, Policy and Operations – N3/N5)
- Is assigned to the Office of the CNO
- Shall oversee command of the Department of Naval Operations (DNO).
- Shall actively work to recruit new members for the various divisions that comprise the DNO.
- Has the power to nominate members for promotion/advancement and commendations.
- Has the power to veto/overrule decisions of subordinates.
- Shall hold a seat on the Command Authority.
- Shall hold no rank lower than Commander or higher than that of Rear Admiral Upper Half.
Commander Naval Education and Training Command (NETC)
- Shall oversee command of the Office of the NETC.
- Shall oversee the arrival and preparation of new recruits.
- Shall oversee the Education of the NCO / Warrant / Officer Corps of the USVN.
- Shall serve as an advisor to the CNO concerning training decisions.
- Has the power to induct members into the USVN.
- Has the power to recruit new members.
- Has the power to conduct training operations with and/or against other squadrons with the approval of the CNO or Vice CNO.
- Has the power to nominate members for promotion/advancement and commendations.
- Has the power to veto/overrule decisions of subordinates.
- Shall hold a seat on the Command Authority.
- Shall hold no rank lower than Commander or higher than that of Rear Admiral Upper Half.
Community Commanders (CC)
- This designation covers: COMNAVAIR, COMNSW, COM7THFLEET, COvMEU.
- Shall oversee command of their entire Community.
- Shall actively work to recruit new members for their respective community in the USVN.
- Has the power to nominate members for promotion/advancement and commendations.
- Has the power to promote Enlisted members under his Command according to the USVN Rules and Regulations
- Has the power to veto/overrule decisions of subordinates.
- Shall hold a seat on the Command Authority.
- Shall hold no rank lower than Commander / Lieutenant Colonel or higher than that of Rear Admiral Upper Half / Major General.
Commanding Officer, Wing/Group/Squadron/Team (CO)
- Shall oversee command of their entire Wing, Group, Squadron, or Team.
- Has the power to recruit new members.
- Has the power to nominate members under his command for promotion/advancement and commendations.
- Has the power to conduct Captain's Mast.
- Shall hold no rank lower than Lieutenant / Captain or higher than that of Captain / Colonel.
Officer in Charge, Squadron/Team (OiC)
(OIC’s are Chief Warrant Officers or Officers below the grade of LT, in Command of a Unit)
- Shall oversee command of their entire Squadron or Team.
- Has the power to recruit new members.
- Has the power to nominate members under his command for promotion/advancement and commendations.
- Has the power to conduct Captain's Mast.
- Shall hold no rank higher than that of Chief Warrant Officer 5 / Lieutenant.
Executive Officer (XO) / Assistant Officer in Charge (AOiC)
- Shall oversee command of their entire unit in the CO's/OIC’s absence
- Shall oversee the roster of the unit.
- Has the power to recruit new members.
- Has the power to nominate members for promotion/advancement and commendations.
- Shall hold no rank higher than that of his Commanding Officer / Officer in Command.
All Other Ranks
- Have the power to nominate new potential recruits to any member of the CA.
- Have the power to nominate other members for a higher rank and commendations.
- Shall participate in unit actives, if it is not possible shall report to their Chain of Command of their inability to participate.
- Shall obey the orders of the officers, warrant officers and enlisted men appointed over them.
Promotions and Commendations Board
- The Promotions and Commendations Board shall be composed of the Vice Chief of Naval Operations (as Chairman), Deputy Chief of Naval Operations (Manpower & Personnel) and the Judge Advocate General.
- If the promotion of one of the board members has to be ruled by the board then the Chief of Naval Operations shall fill in for the board member in question.
- Decisions of the Promotions and Commendations Board shall be guided by the USVN Rules and Regulations and the USVN Awards and Commendations Manual.
Officer of the Deck (Chief of Staff, where appropriate)
- In the Absence of the unit CO/OIC or XO/AOIC, the next highest rank shall assume command of the Squadron or Team as the Officer of the Deck (OD), to oversee operations. They will act responsibly and rational, because they will be representing their Squadron/Team and the USVN. They will NOT have the powers of the officers appointed over them, however they will be in charge and must be obeyed.
Form of Rate
- The United States Virtual Navy (hereafter known as the USVN) shall utilize a United States Naval rating system of commissioned officers, warrant officers and enlisted men, with the highest grade being no higher than Admiral (O-10), and a United States Marine Corps rating system of commissioned officers, warrant officers and enlisted men, with the highest grade being no higher than Major General (O-8) (for the Fleet Marine Forces only). The Commanding Officer (Chief of Naval Operations) of the USVN shall be the primary officer in command, and together with the Executive Officer (Vice Chief of Naval Operations), as his second in command, shall command this virtual military community.
- The ranks hierarchy shown will govern the ranking of officers and enlisted within the USVN.
